The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Considerable effort is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its objective.

With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's vital need on international aid – a need that European nations are clearly incapable to replace in the near term.

Failed Diplomacy

The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unfeasible to compel Moscow to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its benefit.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
